A plumber for Rossmoor manors in Walnut Creek
We work on the plumbing inside Rossmoor manors that your Mutual leaves to you: leaking faucets and toilets, supply lines, garbage disposals, accessible fixtures, water damage leak hunts and, where your Mutual allows it, water heaters. Before we touch anything, we help you figure out whether the job belongs to you or to your Mutual, because in Rossmoor that answer changes from one Mutual to the next.
Rossmoor is not a typical neighborhood. It is a gated 55+ community in the Tice Valley, about two miles from downtown Walnut Creek, with roughly 9,800 residents in 6,676 homes. Development started in 1963, so many buildings have plumbing that has been in the walls for decades. Most homes share walls, floors or ceilings with a neighbor, and that one fact shapes almost every plumbing call we get there.
We are a family business that has served Contra Costa and Alameda Counties since 1993, from our North Main Street shop a short drive away. A real person answers the phone 24/7, estimates are free and we offer a senior discount. We know a lot of Rossmoor callers just want someone patient who explains things plainly and doesn't push. That is how we try to work.
Rossmoor plumbing at a glance
Here is the short version of how plumbing works in Rossmoor: your Mutual sets the rules, Golden Rain Foundation runs the community, EBMUD supplies the water and Central San takes the sewage.
| Item | Rossmoor | What it means for plumbing |
|---|---|---|
| Community | Gated 55+ community, nonprofit Golden Rain Foundation (operating as Rossmoor Walnut Creek) | Contractors enter through a staffed gate as approved vendors |
| Housing | 23 Mutuals: 3 co-ops (3,368 manors), 19 condo Mutuals (3,245 manors), 1 single-family Mutual (63 homes) | Most manors share walls, floors or ceilings, so a leak can reach a neighbor |
| Built | From 1963 onward, on the Tice Valley floor | Original fixtures, valves and drain lines may be decades old |
| Water | EBMUD | Soft water, which is easier on fixtures and water heaters |
| Sewer | Central San | Wastewater goes to Central San's Martinez treatment plant |
| Rules and approvals | Your Mutual's policies, plus RWC Property Management (Mutual Operations, Alterations and Resales) | Some plumbing work needs a Rossmoor alteration permit |
| Building permits | City of Walnut Creek, 1666 North Main Street, (925) 943-5800 | Water heater replacement generally needs a city permit |
Tice Creek starts in the hills above Rossmoor and runs north through the golf course before leaving the valley. Rossmoor occupies the valley floor, and the creek drains the valley's watershed. Inside your manor, though, what matters is your Mutual's policy, which decides who maintains each pipe, valve and fixture.
Who fixes what in a Rossmoor manor
It depends on your Mutual. Each of Rossmoor's 23 Mutuals has its own board and its own maintenance policy, and RWC Property Management handles service orders for 22 of them. Always check your Mutual's policy first, because a repair your Mutual covers costs you nothing out of pocket.
To show how much this varies, here is what First Walnut Creek Mutual, the largest co-op with 1,878 manors, says in its policy manual:
- The member is responsible for maintenance, repair or replacement of kitchen and bathroom fixtures, and for the hoses on dishwashers and washers.
- The Mutual maintains the angle stops (the small shutoff valves under sinks and toilets). The member maintains the supply lines that run from each angle stop to the fixture.
- The Mutual handles drain stoppages beyond the point where the pipe goes into the drywall, plus toilet wax-ring seals and overflow gaskets on original tubs.
- Supply lines added through alterations, like an icemaker line, are not the Mutual's responsibility.
- The Mutual is responsible for all water heaters and connectors, except damage from misuse or negligence, and it relights pilot lights.
- Washer and dryer installations after March 28, 2003 must use braided stainless steel water supply lines.
Condominium Mutuals can be quite different. Mutual 50's permits table, for example, treats water heater replacement as an owner project that needs a Rossmoor Alterations Department permit and a City of Walnut Creek permit, while a simple faucet or toilet swap needs neither. Mutual 40 publishes a separate responsibility matrix that lists items such as builder-installed plumbing inside the walls, owner-installed plumbing, appliance hoses and the water heater.
RWC's Service Order Desk is (925) 988-7650, Monday through Friday, 8 a.m. to 4 p.m. After hours, Rossmoor's service orders page says Public Safety at (925) 988-7899 can arrange help with urgent problems. For questions about alteration permits, the Alterations and Resales Department at 800 Rockview Drive is (925) 988-7660.
Leaks between units: the classic Rossmoor problem
The most stressful plumbing call in Rossmoor usually starts with a stain on someone's ceiling. In stacked or side-by-side manors, water from a supply line, toilet seal or shower valve in one home can show up in the home below or next door, sometimes days later.
When that happens, three things matter: stopping the water, finding the true source and keeping a clear record. Water travels along joists, pipes and wall cavities, so the wet spot is often not directly under the leak. We use electronic leak detection and a methodical check of every fixture, valve and line that could feed the wet area, so you are not opening walls by guesswork.
What to do first
- Stop the waterClose the angle stop under the leaking fixture if you can see the source. If you can't, call your Service Order Desk or, after hours, Public Safety at (925) 988-7899.
- Tell your neighbor and your MutualLet the neighbor above, below or beside you know, and report it so the Mutual can decide whether the source is its responsibility.
- Take photosPhotograph wet areas, stains and anything damaged before cleanup. Your insurance agent will want them.
Insurance and the HO-6 policy
Rossmoor's insurance information for residents says every manor owner needs a condominium policy, usually an HO-6. The Golden Rain Foundation's master policy covers Mutual buildings for all Mutuals except 58 and 61, but it does not cover your personal property or your personal liability. The master policy also carries a $250,000 deductible that the Mutuals share through a Deductible Sharing Agreement, and it excludes earthquake damage.
The same document lists what an HO-6 typically covers: interior ceilings, walls, floors and permanently attached fixtures where your Mutual's documents make them your responsibility, your belongings, living expenses if you have to move out during repairs, and liability for damage you cause to another manor. It also notes owners can be responsible for certain damage caused by appliances or systems. We are plumbers, not insurance agents, so please talk with your own agent about your coverage. What we can do is give you a clear written description of what failed and what we fixed.
What we see most in Rossmoor homes
Most Rossmoor plumbing calls involve worn fixtures, old supply lines and water heaters, not the dramatic sewer jobs you see in single-family neighborhoods. Here is why each comes up.
Aging supply lines and angle stops
Rubber supply hoses and old angle stops are a common source of slow leaks under sinks and behind toilets. In a manor that shares a floor or ceiling, a small drip matters more than it would in a detached house. Check who owns the stop in your Mutual before replacing it.
Running and leaking toilets
Worn flappers, fill valves and seals waste water and can damage subfloors. In First Mutual, the wax-ring seal is a Mutual item, while the toilet itself is the member's. We can replace the toilet with a high-efficiency, comfort-height model if you want an upgrade.
Water heaters reaching the end
Where a manor has its own tank heater, age eventually wins. When a tank starts leaking from the bottom, it needs replacing, not repair. In some Mutuals that is the Mutual's job; in others it is yours and needs a city permit. See our water heater page for options.
Faucets and shower valves
Dripping faucets and shower valves that are hard to turn or won't hold temperature are frequent requests. A single-lever faucet or a pressure-balancing shower valve is often easier on arthritic hands and safer against sudden temperature swings.
Slow kitchen and bathroom drains
Hair, soap and grease build up over years. Before calling us, check whether the stoppage is past the wall; in First Mutual that part is the Mutual's. For the part that is yours, see drain cleaning.
Washer hoses
Rubber washer hoses can burst without warning. First Mutual requires braided stainless steel lines on washer and dryer installations after March 28, 2003, and can require a selling member to upgrade them. They are a cheap, sensible upgrade in any manor.
Because EBMUD water is soft, we see less mineral scale in Rossmoor fixtures than in homes on harder water. Most wear here simply comes from age.
Accessible fixtures and safer bathrooms
We install ADA fixtures and other accessible plumbing that makes daily life easier as needs change. That includes comfort-height toilets, lever-handle faucets, handheld shower sprayers on slide bars, and pressure-balancing or thermostatic shower valves that help prevent scalds.
Some changes are simple swaps. Others, like converting a tub to a walk-in shower, count as alterations. First Mutual lists tub replacement and tub-to-shower conversions as standard alterations that need a permit through Rossmoor's Mutual Operations, and its manual notes that alterations may also need a City of Walnut Creek building permit. Other Mutuals have their own lists. We will tell you which of your ideas are likely simple fixture work and which will need paperwork, so you can plan.
See our bathroom plumbing page for more on fixtures, toilets and shower valves.

How a plumbing visit works in Rossmoor
A Rossmoor visit is like any other, with three extra steps: clearing us through the gate, checking your Mutual's rules and following the contractor working rules.
- You call usA real person answers, day or night. Tell us your Mutual if you know it, and describe what you see. We'll tell you if it sounds like a Mutual item first.
- Gate clearanceRossmoor's staffed front gate admits residents and approved guests and vendors. Before we arrive, check with Public Safety on how to clear a contractor for your manor. Its guest clearance line is (925) 988-7843.
- Diagnosis and a written priceWe find the cause, explain it in plain words and give you a free written estimate before work starts. No pressure to decide on the spot.
- Paperwork if neededIf the job counts as an alteration in your Mutual, it may need a Rossmoor alteration permit, and some jobs also need a City of Walnut Creek permit. In First Mutual, a copy of the contractor's license and current liability insurance is filed with Mutual Operations for every job.
- The workWe work within your Mutual's rules. First Mutual's rules, for example, set normal work hours of 8 a.m. to 5 p.m. on weekdays, don't allow building water to be shut off without permission from the Mutual's managing agent and notice to neighbors, and require daily debris removal.
- Test and clean upWe test for leaks, check drains run freely, clean up and walk you through what we did.
Parking matters too. First Mutual's working rules ask contractors to park only in marked spaces, never block garages or carports and stay out of red zones. We follow that wherever we work in Rossmoor.
Water heaters in Rossmoor manors
A water heater replacement in Rossmoor starts with one question: is the heater yours or your Mutual's? In First Mutual the policy says the Mutual is responsible for all water heaters and connectors. In Mutual 50 the permits table lists water heater replacement as needing a Rossmoor Alterations Department permit and a City of Walnut Creek permit. Your Mutual may be different again.
If the heater is yours, we can replace it with a tank, tankless or hybrid heat pump model, as long as the space, venting and your Mutual's rules allow. California Health and Safety Code 19211 requires every residential water heater to be braced, anchored or strapped against earthquakes, so we strap every heater we install. If you ever sell, you must certify to the buyer that the heater is properly braced.
Tanks in closets above or beside a neighbor's ceiling deserve extra respect. Signs to watch: rust at the base, water in the pan, popping noises, or a pilot that keeps going out. Catching a failing tank before it lets go protects both you and the home below.
Seasonal notes for Rossmoor
Rossmoor plumbing is mostly indoors and protected, so seasonal problems are few, but a few are worth knowing.
- Walnut Creek winters bring frequent morning frost. If your manor has an exposed outdoor spigot or a line in an unheated garage, cover or wrap it before a freeze.
- Before a long trip, close the angle stops behind the toilets and under sinks, or ask about your manor's main shutoff, and tell a neighbor how to reach you.
- Summer heat waves over 100F push water heaters and air conditioners hard. Make sure the water heater area stays clear and the condensate lines are draining.
- Once a year, look under every sink for damp cabinet floors and check the base of each toilet for soft flooring.

Frequently asked questions
Should I call my Mutual or a plumber first in Rossmoor?
Call your Mutual first if you are unsure, because many items are covered by your coupon. RWC's Service Order Desk is (925) 988-7650 on weekdays from 8 a.m. to 4 p.m., and Public Safety at (925) 988-7899 can arrange urgent help after hours. If your Mutual's policy says the item is yours, or you want a licensed plumber, call LeapFrog at (925) 887-6347.
Who replaces a water heater in a Rossmoor manor?
It depends on your Mutual. First Walnut Creek Mutual's policy says the Mutual is responsible for all water heaters and connectors. In Mutual 50, water heater replacement is an owner project that needs a Rossmoor Alterations Department permit and a City of Walnut Creek permit. Check your Mutual's policy or call the Alterations and Resales Department at (925) 988-7660.
Can a plumber get through the Rossmoor gate?
Yes, as an approved vendor. Rossmoor says its staffed front gate admits residents and approved guests and vendors. Before your appointment, check with Public Safety on how to clear a contractor; the guest clearance line is (925) 988-7843 and the email is dispatch@rossmoor.com. The Alterations and Resales Department also lists gate passes among its resources for permitted alteration work.
What if water from my manor leaks into my neighbor's home?
Stop the water first by closing the angle stop or calling for help, then tell your neighbor and report it to your Mutual. Take photos before cleanup. Rossmoor advises every manor owner to carry an HO-6 policy, which typically includes liability for damage you cause to another manor. We can find the source and give you a written description of what failed.
Do I need an HO-6 policy in Rossmoor?
Rossmoor's insurance information says every manor owner needs a condominium policy, usually an HO-6. The Golden Rain Foundation's master policy covers Mutual buildings, except Mutuals 58 and 61, but not your personal property or personal liability. It also has a $250,000 shared deductible and excludes earthquakes. Talk to your own insurance agent about the right coverage for your manor.
Do I need a permit to replace a faucet or toilet in Rossmoor?
Often not, but it depends on your Mutual. Mutual 50's permits table says a faucet or toilet replacement needs no Rossmoor or city permit. Bathroom remodels and other plumbing changes are different and can need an alteration permit and a City of Walnut Creek permit. Tub-to-shower conversions are alterations in First Mutual. When in doubt, call Alterations at (925) 988-7660.
Can you install grab-bar friendly, accessible plumbing fixtures?
Yes. We install ADA fixtures and accessible plumbing such as comfort-height toilets, lever faucets, handheld showers and pressure-balancing shower valves that help prevent scalding. Simple fixture swaps are usually straightforward. Bigger changes like converting a tub to a shower count as alterations in Mutuals such as First Mutual, so we will flag any paperwork before you commit.
Do you offer a senior discount in Rossmoor?
Yes. LeapFrog offers a senior discount, and every Rossmoor home has at least one designated occupant who is 55 or older. Estimates are free, so you can find out what a repair involves before deciding anything. Ask about the discount when you call (925) 887-6347, and we will explain how it applies to your job.
Who provides water and sewer service in Rossmoor?
EBMUD supplies Rossmoor's water and Central San provides sewer service, according to a 2020 water reclamation feasibility study published by Rossmoor. EBMUD water is soft, so fixtures and water heaters see less mineral scale than in hard water areas. Inside your manor, your Mutual's policy decides which pipes and drains you or the Mutual maintain.
Are washer hose requirements different in Rossmoor?
Some Mutuals have specific rules. First Walnut Creek Mutual requires braided stainless steel water supply lines on washer and dryer installations made after March 28, 2003, and can require a selling member to upgrade them at resale. Braided lines are a smart upgrade in any shared building, because a burst rubber hose can flood more than one manor.
